feat: add WBCA debug tool and truck reversing configuration

Add browser visualization and C++ optimizer replay with editable parameters and server startup management. Introduce the REVERSING_TRUCK scene and dedicated configuration with normal-parameter fallback, typed replay persistence, and regression coverage. Ignore local artifacts.
