fix: 限制精准停车换向重搜并校验接入偏差

精准停车内部正常换向时，使用原始 SSEP 下一段检查横偏不超过 10 cm 且车身航向差不超过 1 度，满足双门限才跳过换向重搜。保留首次场景切换及其他重搜触发，拒绝无效和退化路径。

补充生命周期、阈值边界、角度归一化及现场录制路径测试。

feat: 支持场景配置选择精准停车原始搜索路径

新增精准停车任务选择条件，由场景配置决定全部分段是否直接输出 SSEP。只有实际选中直出组且未执行其他横向规划器时启用，保留 WAIT 优先级；方向不一致或直出失败时清空输出并报错。

补充配置解析与 codec 往返、Stage 调度及路径输出测试，更新配置成员审计指纹。分布式构建 pnc_node 和相关测试通过，相关测试合计 261 项通过、101 项按参数范围跳过。
