fix(proto): 兼容 Protobuf 3.9.1 并保留定日镜快照语义

- 将 SSEP、Compact 和定日镜的 117 个 optional 字段改为独立 oneof
- 适配旧版生成代码的公开 presence 接口，保留字段编号和缺失语义
- 同步构建依赖、描述符、数值字段清单及精确迁移指纹
- 补齐配套测试，验证新旧协议双向读写
